Standards of care and clinical practice guidelines in the era
of universal healthcare

Strengthened by universal healthcare (UHC), healthcare reforms paved the way in achieving the
provision of equitable, comprehensive and quality health services from health promotion, disease
prevention, treatment, rehabilitation and palliation without causing financial hardships. Appropriate
health services should be defined and set through the standards of care and clinical practice
guidelines in order to ensure that the health services are of quality and evidence based. In the
Philippines, through the enactment of the Republic Act No. 11223 Universal Health Care Act, the
Philippine’s health department is mandated to develop clinical practice guidelines and set standards
of care that are of quality and evidence based in order to ensure quality health services and improve
patient outcomes. In Myanmar, the National Health Plan was revised in 2016 to include the plan for
UHC. General practitioners (GPs) were considered as the main providers of essential healthcare
services and the Myanmar GP Society published GP guidelines in 2018 to set up the quality standard
for all GPs. This session aims to describe the process and share the experiences, particularly the
involvement of young doctors, in developing standards of care for health service delivery in South-east
Asia. Young doctors from the Philippines and Myanmar will share their experiences and involvement
in the development of standards of care and clinical practice guidelines. This will be followed by a
facilitated group discussion exploring the experiences and involvement of the participants in standards
setting and clinical practice guidelines development in their own countries.
